Extraneous Conditions For Empanelment Of CA Firm For Audit Of Co-operative Societies

Dear Sir,

 

We are glad to introduce our Association as an Association for the benefit of Chartered Accountants community of Surat City, the State and Country at large. Our objective is to provide better working standards for working vis-a-vis maintaining standards of professionalism and integrity.

 

We are in receipt of your circular No. અષણ/૨૧૭/જ-૪/૧૦૩૩/૨૦૧૯dt.13/09/2019 issued from your office stating out the eligibility criteria for the preparation of new panel of CAs for Audit of Co-operative Societies along with criteria of CA firms for empanelment. Vide Para 2 read with Para 11 of the said circular, you have stated that only CA Firms whose "All" partners have completed atleast 5 years of experience are eligible for empanelment. It is to be noted that due to the said restriction Old CA Firms are barred from taking up assignments for Audit of Co-operative Societies, if they grow their number of partners and introduce young CAs. It is not only unjust for old CA firms who till date were eligible, but due to introduction of new partner (which is positive change and increases strength of firm), the firm looses its eligibility criteria and is disqualified. Not only this, the Registrar also stands to loose those well qualified existing CA firms which are thus disqualified and is left with a limited pool of CA firms. This also leads to lack of fair chance to all CA firms.

 

In this regard your office needs to give a thorough thought for the aforesaid anomaly and issue corrigendum/revised circular for the same at the earliest since the last date for applying for empanelment is 31/12/2019.
